Arizona regulations: details

Copied from the Arizona Secretary of State’s chapter PDFs (https://apps.azsos.gov/public_services/CodeTOC.htm), saved through a browser, on October 25 and 26, 2026. Check the official page before you rely on a rule.

What is here

  • Arizona: the Arizona Administrative Code, Titles 1 to 21, as the Arizona Secretary of State’s chapter PDFs printed it (https://apps.azsos.gov/public_services/CodeTOC.htm; the table of contents named Supp. 26-3), saved on 2026-10-25 and 2026-10-26 through a browser (the site refuses scripts) and read by GLO. The Secretary of State calls the authenticated PDF the official version; this text is not. Each section is only as current as the supplement its own pages print (chapter_supp); 172 shown sections sit on pages whose footers print no supplement number (5 of them no date either), so GLO cannot say how current they are beyond the day saved. 20,003 of the 23,170 sections the chapters print are shown: 8,157 with rule text and 11,846 printed only as a status heading with their Historical Note (4,367 Reserved, 4,100 Repealed, 1,498 Expired, 1,162 Recodified, 586 Renumbered, 58 Emergency Expired, 55 Transferred, 20 Repealed and Expired). 3,167 are held by name and not shown, each with its reasons (first reason: RTF_DIFFERS 741; PARA_DIFFERS 602; READERS_DIFFER 598; LIST_TITLE_DIFFERS 403; KEY_DUP 228; NOT_IN_BODY 152; NOT_IN_LIST 134; FULL_WIDTH 72; NO_HISTORICAL_NOTE 61; RTF_NOT_FOUND 61; DIV_ABSORBED 57; ITALIC_IN_SECTION 14; BOLD_IN_BODY 13; DRAWING 13; NOTE_TAIL 6; STATUS_WITH_TEXT 3; TWO_NOTES 3; NO_TEXT_NOT_STATUS 2; IMAGE 2; REPEALED_WITH_TEXT 1; NOTE_EMPTY 1). Chapters 18-18 and 19-03, held whole in Release 2 because the desk route’s notes wrongly called them not posted, are read from their PDFs like every other chapter since Release 3 (18-18: 6 held, 9 shown, its pages printing Supp. 25-2; 19-03: 82 held, 144 shown, its pages printing Supp. 22-4). Release 4 (2026-11-01) shows 21 more sections, held before because a space a printed hyphen carries was lost in reading (14 read whole against their pages and 7 at their changed places); three shown rows (R3-8-501, R9-31-601, R12-4-801) keep Release 3’s text as it was, two of them with a visible spacing oddity, because the page could not settle the reading. Three chapter files (6-18, 10-03, 14-04) were made by a PDF printer whose text cannot be read, so their sections are held. 36 chapter files print no section (reserved, repealed, recodified, expired, terminated or abolished chapters, and two, 6-16 and 12-06, that print a chapter line and no section). Editor’s notes, appendices, exhibits, tables, figures and forms are not carried. Where a title, chapter or article heading wraps, GLO joined it and checked it against the Secretary of State’s unofficial RTF; where it could not confirm the whole heading it left the field blank (48 sections’ title line, 69 chapter lines, 29 article lines), never a cut heading. The shown sections’ words and paragraph breaks equal the RTF’s, and 100 drawn sections were read by hand against page images (90 for Release 2, 10 for Release 3 from 18-18 and 19-03, each by two readers; Release 1: 20). The Secretary of State posts the code for private use only and says resale or profit use owes commercial-use fees (A.R.S. 39-121.03). Nothing here says a section is current or in force; check the Secretary of State’s code and the Arizona Administrative Register before relying on it.
  • Release 4: 20,003 of the 23,170 sections the chapter files of Titles 1 to 21 print, saved on October 25 and 26, 2026 (Releases 1, 2 and 3 are inside it; Release 3 added chapters 18-18 and 19-03, held whole before because of a desk note now corrected; Release 4 added 21 sections held before because a printed hyphen’s space was lost in reading). Of the 20,003, 8,157 are shown with their rule text and 11,846 are printed only as a status heading with their Historical Note: 4,367 Reserved, 4,100 Repealed, 1,498 Expired, 1,162 Recodified, 586 Renumbered, 58 Emergency Expired, 55 Transferred, 20 Repealed and Expired.
  • 3,167 sections are held and not shown, each with its reasons. The largest first reasons: RTF_DIFFERS 741; PARA_DIFFERS 602; READERS_DIFFER 598; LIST_TITLE_DIFFERS 403; KEY_DUP 228; NOT_IN_BODY 152; NOT_IN_LIST 134; FULL_WIDTH 72. A held section comes back as held, with its reasons in plain words and no text. Held is not absent.
  • This is GLO’s reading of the Secretary of State’s PDFs. The Secretary of State calls the authenticated PDF the official version; this text is not. The code’s table of contents named Supp. 26-3 on the days the files were saved; a section is only as current as the supplement its own pages print, shown beside it.
  • The Secretary of State posts the code for private use only and says that use for resale or profit owes commercial-use fees (A.R.S. 39-121.03; A.A.C. R1-1-113). Those are its words. GLO charges nothing.
  • Each answer is a whole section: its heading as printed (a status word such as “Repealed” or “Reserved” for a section printed only as one), its paragraphs, and its Historical Note (the section’s own record of its adoption, amendments and repeal) as the chapter prints them, with the title, chapter and article lines.
  • Look a section up as A.A.C. R9-6-308, Ariz. Admin. Code R9-6-308, or R9-6-308; lettered chapters and numbers work too (R15-2C-701, R2-7-A301). A subsection such as R9-6-308(B) returns the whole section. A.A.C. Title 9, Ch. 6 lists the sections of that chapter: shown and held.

How we checked it

  • In Release 5, GLO restored 3 marks in 2 sections that its readers had kept as a symbol font’s codes, which a browser shows as a blank or a box: the plus-minus sign in R18-2-714 and the degree sign in R18-13-1407. A mark in a section this rule did not reach may still show as a blank or a box.
  • The Secretary of State’s site refuses scripts, so a desktop session that Jeff Trzaska ran saved the chapter PDFs and their RTF copies in his browser, keeping each file only when its SHA-256 matched the one computed in the page; we read those saved files, and no script asked anything of the site.
  • Two separate readers, written with no shared code, read the two-column PDFs: one in the file’s own text order, the other letter by letter by column. A section is shown only where both give the same words in the same order. Two more checks compared every section with the Secretary of State’s unofficial RTF of the same chapter: its words, and where its paragraphs break. A section that differs in either is held.
  • A wrapped title, chapter or article heading was joined and checked against the RTF; where the whole heading could not be confirmed the field is left blank (48 sections’ title line, 69 chapter lines, 29 article lines), never a cut heading.
  • Before release, 90 shown sections over three draws were read against images of their pages, every word and digit, by two readers each (Release 3 added a draw of 10 from chapters 18-18 and 19-03, 10 of 10 matched by both); the third draw of 40 matched 40 of 40 after the paragraph check was added (two paragraph-break misses in the first 50 led to it). Release 1’s 20 matched 20. No section longer than two pages was in any draw.
  • One AI system wrote the readers, ran every check and made every reading and ruling; the draws were read by other instances of the same model family, with no human reader.

What it can't tell you

  • Whether a section is in force, valid or current, or is good law.
  • Any change after the supplement a section’s own pages print; 172 shown sections sit on pages that print no supplement number (5 of them no date either).
  • What the held sections say.
  • Whether this text matches the authenticated PDF in some way the readers cannot see.

Known gaps

  • 3,167 sections are held, not shown. Three chapter files (6-18, 10-03, 14-04) were made by a PDF printer whose text cannot be read, so their sections are held. Chapters 18-18 and 19-03 print older supplements on their pages (Supp. 25-2 and Supp. 22-4); each section shows the supplement its own pages print.
  • Editor’s notes, appendices, exhibits, tables, figures and forms are not carried. Bold, italics and indents are not kept.
  • Chapter files that print no section (reserved, repealed, recodified, expired, terminated or abolished chapters) answer with their chapter line where GLO could confirm it whole.
  • Keyword search reads only the shown sections. Held sections have no text here and never match.

Notes you may see on an entry

  • A section printed only as a status: “The chapter prints this section only as Repealed, Reserved, Expired or the like: it is shown with only its Historical Note, and it is not a rule in force under that number.”
  • A held section: “GLO holds this section and does not show its text, because its readers or the release check did not clear it. Its reasons are listed by name.”
  • A subsection asked for: “The whole section is shown, with a note; the subsection is inside it under its own letter or number.”
  • A section not here: “Not in this copy, neither shown nor held. That never means the section does not exist: one adopted or changed after its chapter’s last printed supplement may be absent here.”
