GLOGood Lookin’ Out
California regulations: details
Copied from the pages of the free public California Code of Regulations site (govt.westlaw.com/calregs), saved one page at a time in a browser, on October 20 and 21, 2026. Check the official page before you rely on a rule.
What is here
- California: TITLE 15 ONLY (Crime Prevention and Corrections) of the California Code of Regulations, as the free public site govt.westlaw.com/calregs (run for the Office of Administrative Law by Thomson Reuters) showed its pages on 2026-10-20 to 2026-10-21, saved one page at a time in a browser by GLO's desktop session and read by machine: GLO's reading of those pages, not the official print. Every served page prints "This database is current through 10/9/26 Register 2026, No. 41.". 2,416 of the 2,512 pages the site's Title 15 contents list are served as text (440 of them [Repealed], 299 [Renumbered] and 23 [Reserved], shown as printed); 96 are held, each by name with its reason: Refs & Annos note pages (37), pages that carry a table (17), text pages whose short lines may be a flattened table (17), pages that print no section text (14), pages that carry an image (7), error pages saved in place of a section (4). No other title of the Code is here. Each section shows its Note and History as the page prints them; neither is a finding that the section is in force. The served sections were checked by hand on 20 drawn sections, so a field fault rarer than about 1 in 7 sections could remain unseen. Nothing here says a section is current or in force; check the official text before relying on it.
- Release 1: 2,416 of the 2,512 pages the site lists under Title 15. 440 are sections the page marks [Repealed], 299 [Renumbered] and 23 [Reserved]; we show them as printed and add no text.
- 96 pages are held and not shown, each with its reason: Refs & Annos note pages (37), pages that carry a table (17), text pages whose short lines may be a flattened table (17), pages that print no section text (14), pages that carry an image (7), error pages saved in place of a section (4). A held page comes back as held, with its reason and no text.
- The site is run for California’s Office of Administrative Law by Thomson Reuters. Every page we saved printed that its database was current through Register 2026, No. 41 (10/9/26). It is not the official print.
- Each section shows its heading, its place in the Title (Division, Chapter, Subchapter, Article), its text, and its Note and History as the page prints them.
- Look a section up as 15 CCR § 3084.1, Cal. Code Regs. tit. 15, § 3084.1, or 3084.1. Forms, appendices and attachments filed under a section are looked up as their page prints them, such as 15 CCR § 1 App. A. Only Title 15 is here.
How we checked it
- The site refuses requests from scripts, so GLO’s desktop session opened each page in a browser, one at a time at least five seconds apart, and saved what the page showed: about a third as the page’s HTML, the rest as the page’s copied text. No challenge, login or download was used.
- Two separate readers, written with no shared code, read every saved page. A section is shown only where both agree on every field and the page prints its citation the same way in all three places it prints it.
- A page is held when it carries a table or an image, when its copied text has a run of short lines that may be a flattened table, when it prints no section text, when it is the site’s note page for a division or chapter, or when the site showed an error page instead.
- Before release, we drew 20 shown sections at random and read each one against its saved page. All 20 matched.
- One AI system wrote the readers, ran every check and made every reading and ruling, with no second reader.
What it can't tell you
- Whether a section is in force, valid or current, or is good law.
- When a section took effect. The History lines are the publisher’s own record.
- What the held pages say, or what any other title of the California Code of Regulations says.
- Whether anything changed after the pages were saved.
Known gaps
- Only Title 15 is here. The other titles of the Code are not read.
- 96 pages are held, not shown; the largest group is Refs & Annos note pages (37).
- Pages saved as copied text keep no layout, so indents and links are not shown. The sections were read by machine and checked by hand on 20 drawn sections, so a fault rarer than about 1 in 7 sections could remain unseen.
- Keyword search reads only the shown sections. Held pages have no text here and never match.
Notes you may see on an entry
- A held page: “GLO holds this page and does not show its text, because its two readers or the release check did not clear it. Its reason is listed by name.”
- A repealed or renumbered section: “The page marks this section [Repealed] or [Renumbered]. We show it as printed, with its Note and History, and add no text.”
- A section not in this copy: “Not in this copy of California’s Title 15, neither shown nor held. That never means the section does not exist.”
Nothing here is legal advice or a judgment that a rule is in force. Full counts for software: the defect_floor field on every California result (source=ca).
