Idaho regulations: details
Copied from the chapter PDF files of the Office of the Administrative Rules Coordinator (Division of Financial Management) on October 13, 2026. Check the official page before you rely on a rule.
What is here
- Release 2: 8,085 sections of the Idaho Administrative Code, in 367 chapters, read by us from the chapter PDF files the Office of the Administrative Rules Coordinator (Division of Financial Management) publishes. We copied the files on October 13, 2026. Each paragraph keeps the (M-D-YY) effective-date codes the file prints. A rule changed after we copied its file is not reflected here.
- It is not the official code. Read the section in its chapter file there. We found no terms of use linked from the rules pages.
- The chapters are the 381 the publisher’s 8-Year Rule Review Schedule names. A chapter the schedule does not name is not in this copy.
- We found 8,443 sections. 358 are held and not shown yet, each by name with its reasons: mainly places where our two readers disagree (289) and sections holding a table (194). 14 chapters are held whole, each one whose file did not answer when we fetched it. Text that 142 chapters print under no section (group headings, appendices) is not shown. A held section comes back as held, with its reasons and no text. Held is not absent.
- Idaho ships in releases. Release 2 added 170 sections that Release 1 held only because our readers misread a chapter’s table of contents (a line with a short row of dots, or a heading printed with spaces between its letters); each was checked the same way, and every section Release 1 showed is shown again unchanged. Later releases add held sections once each is checked; nothing held is shown before then.
- Look a section up by its number, as in IDAPA 02.01.03.101 or Idaho Admin. Code r. 02.01.03.101. A long section comes back in pages, and nothing is cut. A chapter number such as IDAPA 02.01.03 lists its sections: shown and held.
How we checked it
- Two separate readers, written with no shared code, read every chapter file: one in the file’s own text order, one by where each word sits on the page. A section is shown only where both agree on its number, its head, its date codes and every word of its text.
- A section is held when a table, a picture or a page with little text is in it, when it carries a temporary rule’s date code, when its number is not in its chapter’s table of contents, when a paragraph of it ends without a date code or is written wholly in capitals, or when it seems to hold another section’s heading.
- A check run on the whole release confirmed that every chapter on the schedule was read or held by name, that the shown and held sections add up to the sections each chapter lists, that every held unit has a reason and no shown one has one, and that every shown section has a number, a heading, text and a date code. For Release 2 it also confirmed that every section Release 1 showed is shown again, unchanged.
- Before each release, a person compared 20 shown sections drawn at random with the chapter file’s pages. One hand read two seeded draws on the chapter PDF page images: 20 shown sections from gate 2 (seed 1001, s1001), 19 of them equal to the page word for word and IDAPA 58.01.25.302 showing case-bycase; and 20 of the 170 sections Release 2 adds (gate 3c, seed 1003, s1003), 18 equal word for word and two differing only at line-end hyphens (inkind, noncompliant, 63- 109), the hyphen limits this page states.
- Every comparison, read and ruling was made by one person, with no second reader.
What it can't tell you
- Whether a rule is in force or valid.
- Whether anything changed after we copied the files on October 13, 2026.
- Whether it agrees with the official code.
- The text of temporary rules, of held sections, and of chapters the schedule does not name.
- A section heading that both the file and its table of contents leave out: its text would be shown under the section before it.
Known gaps
- 358 sections are held and not shown yet, and 14 chapters are held whole. The 3,619 ranges of numbers the chapters print as reserved are not listed; five of them, printed with a period after (RESERVED), are listed among the held sections, with no text.
- The paragraph breaks in the text are ours; the words are the file’s. Bold or italic type and indentation are not shown.
- A word with a hyphen that the page breaks at the end of a line comes back joined, without its hyphen (case-bycase where the page prints case-by-case across two lines). A hyphen at the end of a line before a number is kept, with a space after it (63- 109 where the page prints 63-109 across two lines). We cannot count how often either happens.
- Keyword search reads only the shown sections. Held sections have no text here and never match.
Notes you may see on an entry
- A held section: “GLO holds this section and does not show its text yet, because its two readers did not clear it or its chapter is held whole. Its reasons are listed by name.”
- A section not in this copy: “Not in this copy of the Idaho Administrative Code, neither shown nor held. That never means the section does not exist.”
Nothing here is legal advice or a judgment that a rule is in force. Full counts for software: the defect_floor field on every Idaho result (source=id).
