Maryland regulations: details

Copied from the state’s website on the March 24, 2026 publication (released free on September 20, 2026). Check the official page before you rely on a rule.

What is here

  • 29,526 entries from the Division of State Documents’ free bulk copy of the Code of Maryland Regulations, as published on March 24, 2026: 29,243 regulations and 283 status entries such as “Repealed.”
  • The state releases this copy for free 180 days after each publication, so it is six months behind the state’s website by design. A rule adopted or changed after March 24, 2026 is not here.
  • Only the printed COMAR is official. This is the state’s online text, not the official edition.
  • Each regulation comes back with its chapter’s Authority and History lines exactly as printed. Maryland prints them for the whole chapter, so we never match a line to one regulation.
  • 381 chapters and subtitles print a status (repealed, transferred, vacant or reserved) and hold no regulations. A number inside one returns that status.
  • The state dedicated this copy to the public domain (CC0). It remains the State of Maryland’s text.

How we checked it

  • Two programs written separately read every file and agreed on every record: all 29,240 texts exactly, and 123,115 test lookups gave the same answer.
  • We tested under a plan frozen before the test. The result was NOT CLEAN: one record, Chapters 13—14 [Reserved] of subtitle 20.50, was missing because it sits inside another file rather than in its own. It has been added.
  • A person read 150 random regulations against the state’s own web pages and found none wrong. The web pages are built from the same files, so this checks our copying, not the state’s text. At that sample size the true error rate could still be as high as 2.5%.
  • The check against the Maryland Register has not run yet, because no new issue had been published.

What it can't tell you

  • Whether a rule is current, valid or in force.
  • Whether the text matches the printed, official COMAR.
  • Anything that changed on the state’s website after March 24, 2026.

Known gaps

  • 64 regulations have a change the state lists as pending. That change is not in this copy, and those entries say so.
  • 622 entries contain tables, stored one cell per line.
  • 63 entries contain images we do not carry; 3 regulations are only an image.
  • 17 entries are longer than 40,000 characters and come back cut off, marked as cut off.
  • 30 chapters list attached forms, which we do not carry.
  • A chapter’s Authority and History can be very long; past 40,000 characters it is cut off and marked.

Notes you may see on an entry

  • 283 status entries: “No text. The state prints this number with a status only, shown as printed.”
  • 64 entries with a pending change: “The publisher lists a pending change to this regulation. That change is not in this copy.”
  • 622 entries with tables: “Table shown one cell per line.”
  • 63 entries with images: “This regulation includes an image that is not in the text.”
  • A number inside a printed range: “No regulation is printed with this number; the range it falls in is returned instead.”
  • A number in a repealed or reserved chapter: “Its chapter or subtitle prints this status instead, shown as printed.”
  • 30.08.05.15: “A Maryland Register notice prints this sentence as ‘The Trauma center shall have’; this copy prints ‘centers hall’. Shown as printed.”
  • 11.14.09.23: “The published text contains the characters — where a dash appears to be meant. Shown as printed.”
  • 11.16.03: “The publisher files part of this chapter’s title in its status field; shown as printed, not treated as a status.”
  • 10.46.08.05 and 14.39.07.08: “The publisher’s text includes the words ‘Administrative History’ here. Shown as printed.”
  • A lookup of Md. Code Ann.: “That is Maryland statute law, not COMAR. The lookup says so rather than returning nothing.”

Nothing here is legal advice or a judgment that a rule is in force. Full counts for software: the defect_floor field on every Maryland result (source=md).
