Minnesota regulations: details

Copied from the state’s website on September 22, 2026. Check the official page before you rely on a rule.

What is here

  • 35,178 entries copied on September 22, 2026 from the website of the Minnesota Office of the Revisor of Statutes: 15,648 rules and 19,530 numbers the Revisor prints with a status only, such as “Repealed” or “Renumbered.”
  • The Revisor says the rules text on its website is for personal, not commercial, use. We serve Minnesota free to everyone and never inside a paid feature.
  • It is not the official text. Official Minnesota Rules are the printed edition and the Revisor’s authenticated PDFs.
  • Each rule carries the Published Electronically date the Revisor prints for it. That date does not say the rule is current.
  • 81 numbers are printed more than once on the Revisor’s pages. Every printing comes back, in page order.
  • A status entry is shown exactly as printed. If it names another number, such as the rule it was renumbered to, we never look that number up for you.

How we checked it

  • Two programs written separately read all 832 chapter pages and agreed on every one of the 35,178 entries and on 142,902 test lookups.
  • We tested under a plan frozen before the test. The result was CLEAN.
  • A person read 150 random rules against the Revisor’s own page for each rule and found none wrong. At that sample size the true error rate could still be as high as 2.5%.
  • The same 150 rules matched the Revisor’s PDF of each rule word for word. The page and the PDF come from the same record, so these checks test our copying, not the Revisor’s text.

What it can't tell you

  • Whether a rule is current, valid or in force.
  • Whether the text matches the printed, official edition.
  • Anything the Revisor changed after September 22, 2026.

Known gaps

  • 487 rules contain tables, stored one cell per line.
  • 108 rules contain images we do not carry; 40 rules are only an image.
  • In 454 rules the Revisor sets some characters as superscript or subscript. Here they are joined to the word or number beside them (m3 for cubic meters), and a keyword search for the bare word can miss them.
  • 33 rules are longer than 40,000 characters and come back cut off, marked as cut off.
  • 83 entries print no authority, history or date.

Notes you may see on an entry

  • 19,530 status entries: “No text. The Revisor prints this number with a status only, shown as printed.”
  • 40 image-only rules: “No text. This part is only an image, which is not shown here.”
  • 68 other rules with images: “This part includes an image that is not shown.”
  • 487 rules with tables: “Table shown one cell per line.”
  • 454 rules with superscripts or subscripts: “The Revisor’s page sets some characters in this part as superscript or subscript; here they are joined to the word or number beside them (m3 for cubic meters), so check numbers and formulas against the page.”
  • 81 numbers printed more than once: “This number is printed more than once in this copy; every printing is returned, in page order.”
  • 83 entries with no authority, history or date: “The Revisor prints no authority, history or date for this entry.”
  • A chapter group heading: “The Revisor’s chapter group heading, not part of this rule’s text.”
  • A lookup of Minnesota Statutes: “That is Minnesota statute law, not Minnesota Rules. The lookup says so rather than returning nothing.”

Nothing here is legal advice or a judgment that a rule is in force. Full counts for software: the defect_floor field on every Minnesota result (source=mn).
