Missouri regulations: details

Copied from the chapter PDF files on the Missouri Secretary of State’s site on October 13, 2026. Check the official page before you rely on a rule.

What is here

  • Release 3, the last: 4,993 rules of the Missouri Code of State Regulations, in 922 chapters, read by us from the chapter PDF files the Missouri Secretary of State publishes. We copied the files on October 13, 2026. Each rule comes back with the date its pages print. 159 rules whose pages come from two printings, added in Release 2, come back with both dates, and nothing here says which printing is current. Release 3 adds 9 rules whose two readers differed only by a missing space in the caption; they come back with the caption the chapter’s table of contents gives, which is the heading the page prints. A rule changed after we copied its file is not reflected here.
  • It is not the official code. The Missouri Secretary of State publishes the Code of State Regulations; read the rule in its chapter file there. We found no terms of use or copyright notice linked from the Code’s pages.
  • We found 13,218 rule numbers in 1,660 chapter files. 8,225 rules are held and not shown, each by name with its reasons: mainly rescinded rules (4,491; the file prints their caption and history, and we never show a rescinded rule as text), rules whose AUTHORITY paragraph we did not find exactly once, rules printed in Title 4’s division files under the numbers of other chapters, and places where our two readers disagree. Most of the rules held because we did not find an AUTHORITY paragraph print only a line saying the rule moved to another number, or only an expired emergency rule’s history. 288 are held because a picture or form is printed inside them. A held rule comes back as held, with its reasons and no text. Held is not absent.
  • Missouri shipped in three releases, and Release 3 is the last for this copy. The held rules stay held, each by name with its reasons; nothing held is shown.
  • Look a rule up by its number, as in 9 CSR 10-5.206, 9 C.S.R. 10-5.206 or Mo. Code Regs. Ann. tit. 9, § 10-5.206. A long rule comes back in pages, and nothing is cut. A chapter number such as 9 CSR 10-5 lists its rules: shown and held.

How we checked it

  • Two separate readers, written with no shared code, read every chapter file: one through the file’s text layout, one by where each word sits on the page. A rule is shown only where both agree on its number, its caption and every word of its text and AUTHORITY paragraph.
  • A rule is held when its file prints it as rescinded or as an emergency rule, when its number is not in its chapter’s table of contents, when its pages carry no printed date, or different dates together with another reason, when a line runs across the page’s columns, when a page it is on has little or no text, or when a picture is printed inside it.
  • A check run on the whole release confirmed that the shown and held rules add up to every rule found, that every chapter file listed was read or held by name, that every held rule has a reason and no shown rule has one, and that every shown rule has a number, a caption, text and an AUTHORITY paragraph.
  • Before release, a person compared 20 shown rules drawn at random with the chapter file’s pages. The seeded draw of 20 served rules from the gate of record (seed mo-r1-s990) was read by one hand on the chapter PDF page images in s998: 20 of 20 match the page in rule number, caption, text and AUTHORITY paragraph, and two word counts against a third extraction found no served word off the page and no page text in a rule span that no unit holds. For Release 2, the rules whose pages come from two printings were checked the same way: The seeded draw of 20 of the 159 rules whose pages print two dates (seed mo-r2-s999) was read by one hand on the chapter PDF page images in s999: 20 of 20 match the page in rule number, caption, text and AUTHORITY paragraph, a word count against a third extraction found no served word off the page, and the two dates each rule carries are the dates its pages print. For Release 3, the rules it adds were checked the same way: All 9 rules Release 3 adds (rules whose two readers differ only by a space in the caption) were read by one hand on the chapter PDF page images in s1000: 9 of 9 match the page in rule number, caption (the head as printed, which is the caption the chapter table of contents gives), text and AUTHORITY paragraph, and a word count against a third extraction found no served word off the page.
  • Every comparison, read and ruling was made by one person, with no second reader.

What it can't tell you

  • Whether a rule is in force or valid.
  • Whether anything changed after we copied the files on October 13, 2026.
  • Whether it agrees with the official code.
  • The text of emergency rules and of rescinded rules.
  • A rule heading the file leaves out entirely: its text would be shown under the rule before it.

Known gaps

  • 8,225 rules are held and not shown. 4,491 of them are rescinded rules, and 288 have a picture or form printed inside them.
  • The line breaks in the text are ours, made to set off paragraphs; the words are the file’s. Bold or italic type, columns and indentation are not shown.
  • A word with a hyphen that the page breaks at the end of a line comes back joined, without its hyphen (federallyinsured where the page prints federally-insured across two lines).
  • Keyword search reads only the shown rules. Held rules have no text here and never match.

Notes you may see on an entry

  • A held rule: “GLO holds this rule and does not show its text yet, because its two readers did not clear it. Its reasons are listed by name.”
  • A rule not in this copy: “Not in this copy of the Missouri Code of State Regulations, neither shown nor held. That never means the rule does not exist.”

Nothing here is legal advice or a judgment that a rule is in force. Full counts for software: the defect_floor field on every Missouri result (source=mo).
