New York regulations: details

Copied from the pages of the free public NYCRR site (govt.westlaw.com/nycrr), saved one page at a time in a browser (Titles 7 and 9), and Cornell LII’s copy of Title 18 and of the Title 9 sections the site’s pages do not serve (www.law.cornell.edu/regulations/new-york; date not stated), on October 21, 2026 (Title 7), October 24 to 25, 2026 (Title 9, the site’s pages), October 31, 2026 (Title 18) and October 31 to November 2, 2026 (Title 9, Cornell LII’s copy). Check the official page before you rely on a rule.

What is here

  • New York: TITLES 7, 9 AND 18 ONLY of the New York Codes, Rules and Regulations, from two sources that are never mixed within a section. Titles 7 and 9 (and Title 9's Release 2) as the free public site govt.westlaw.com/nycrr showed their pages, saved one page at a time in a browser by GLO's desktop session and read by machine: GLO's reading of those pages, not the official print. The site calls itself an unofficial version maintained by Thomson Reuters under contract with the New York State Department of State. Each served section carries the page's own "Current through" date, which the site says is the date of the most recent official NYCRR supplement covering it; rule changes after that date may not be reflected. Title 7 (Department of Corrections and Community Supervision; Release 1, pages saved 2026-10-21): 617 of the 769 pages the site's Title 7 contents list are served (98 of them [Repealed], 8 [Expired] and 6 [Renumbered], shown as printed with no text); 152 are held, each by name with its reason: note pages (136), pages that carry a table (8), pages that print a form with fill-in lines (5), pages the two readers read differently (2), pages that carry an image (1); Current through September 15, 2022 on 499, July 31, 2026 on 118 sections. Title 9 (Executive Department), IN PART, FROM TWO COPIES, never mixed within a section. Release 2, the public site's pages (saved 2026-10-24 to 2026-10-25), is the copy of record wherever it serves a section: 2,467 sections are served (67 of them [Repealed] and 3 [Expired], shown as printed with no text), from Subtitles S (1,012), AA (826), U (279), H (199), CC (82), J (37), M (32); 516 saved pages are held, each by name with its reason: note pages (411), pages that carry a table (40), pages that print a form with fill-in lines (24), pages the two readers read differently (22), pages with superscript or subscript (16), pages that print their heading differently in two places (2), pages that carry an image (1); Current through July 31, 2022 on 1,105, September 15, 2021 on 1,012, March 15, 2023 on 199, October 31, 2022 on 82, August 15, 2022 on 69 sections. Release 4 is CORNELL LII'S COPY, DATE NOT STATED (fetched by GLO's desktop session 2026-10-31 to 2026-11-02; no current-through date; history notes as printed, 1,822 notes on 1,565 sections), and fills ONLY sections Release 2 does not serve as text: 6,474 sections are served from it (1,257 the site lists that GLO had not saved, 63 whose site page is held, 5,154 under contents pages GLO never saved from the site), from 34 subtitles, the most from T (2,493), A (860), B (386), E (352), I (328) and C (275); 448 LII pages are held, each by name with its reason: pages that carry a table (144), pages with superscript or subscript (142), appendices (44), pages marked repealed with no text (41), pages that print no text (40), pages the two readers read differently (34), pages whose number or heading is not printed in the usual form (3); 495 linked sections were NOT SAVED by the fetch (467 answered with no text block, 15 network errors, 10 empty, 3 with no reason recorded) and are listed by name with no text (56 of these 943 held and not-saved LII pages carry a number Release 2 serves, and Release 2 answers for it). WHERE BOTH COPIES PRINT A SECTION (2,391), GLO serves Release 2's, and the two do not read word for word the same in 667 of them (291 only in spacing or punctuation); neither copy says which is newer. IN NEITHER COPY, each listed by name: 539 of the 1,796 sections the site's contents pages list that GLO has not saved from it (69 held and 92 not saved in LII's copy, 378 not in it), and the 87 contents pages GLO has not saved from the site (LII's copy serves many sections under them). One section the site lists, 9 CRR-NY 2500.14, answered "Document not found" each time it was opened (2026-10-24 and 2026-10-25); LII's copy prints it with no heading, and it is held by name. Title 18 (Department of Social Services; Release 3) from CORNELL LII'S COPY, DATE NOT STATED: each section page as Cornell's Legal Information Institute printed it at www.law.cornell.edu/regulations/new-york, fetched by GLO's desktop session on 2026-10-31 and read by machine. Not the official NYCRR (the Department of State's compilation is official). LII prints no currency or effective date for a section; its only words on the matter are "State regulations are updated quarterly", so no section here carries a current-through date. Each section's history notes are shown as the page prints them (994 notes on 710 sections, the earliest from 2014; older history is not on these pages); the rest print only their citation line. GLO serves the government text only (heading, citation, text and notes), never LII's markup or page furniture. 1,800 of the 2,102 sections LII's Title 18 contents pages link are served, from Chapter II (1,770), Chapter XX (20) and Chapter I (10); 234 saved pages are held, each by name with its reason: pages marked [Repealed] with no text (171), pages that carry a table (42), repealed pages that print no text and no bracketed status word (14), pages with superscript or subscript (5), pages whose citation is printed in an unusual form (2); 68 linked sections were NOT SAVED by the fetch (65 answered with no text block, 3 network errors) and are listed by number and link text with no text. No other title of the NYCRR is here. The served sections were checked by hand on 20 drawn sections of each release, so a field fault rarer than about 1 in 7 sections of a release could remain unseen. Nothing here says a section is current or in force; check the official text before relying on it.
  • Release 1, Title 7 (Department of Corrections and Community Supervision): 617 of the 769 pages the site lists under Title 7. 98 are sections the page marks [Repealed], 8 [Expired] and 6 [Renumbered]; we show them as printed and add no text. 152 pages are held and not shown, each with its reason.
  • Release 2, Title 9 (Executive Department), in part: 2,467 sections from seven of its subtitles: S (Division of Housing and Community Renewal, 1,012), AA (State Commission of Correction, 826), U (Division of Criminal Justice Services, 279), H (Division of Probation and Correctional Alternatives, 199), CC (Division of Parole, 82), J (Division of Human Rights, 37) and M (Office of Victim Services, 32). 67 are marked [Repealed] and 3 [Expired]; we show them as printed and add no text. 516 saved pages are held and not shown, each with its reason: note pages (411), pages that carry a table (40), pages that print a form with fill-in lines (24), pages the two readers read differently (22), pages with superscript or subscript (16), pages that print their heading differently in two places (2), pages that carry an image (1).
  • Release 4, Title 9 from another source, Cornell LII’s copy (fetched October 31 to November 2, 2026), fills only the Title 9 sections the site’s pages GLO saved do not serve as text: 6,474 sections are shown from it (1,257 the site lists that GLO had not saved, 63 whose site page is held, 5,154 under contents pages GLO never saved from the site), the most from the Gaming Commission (Subtitle T, 2,493) and the Governor’s Office (Subtitle A, 860). 448 of its pages are held and not shown, each with its reason, the largest groups pages that carry a table (144) and pages with superscript or subscript (142); 495 linked sections were not saved by the fetch and are listed by name with no text. Where both copies print a section (2,391), we show the site’s; the two do not read word for word the same in 667 of them (291 only in spacing or punctuation), and neither says which is newer.
  • Not yet saved from the site’s Title 9, each listed by name as the site’s contents page prints it, with no text: 1,796 sections (most of them under Subtitles I, E, G, C and K: Parks, Children and Family Services, General Services, the Budget and the State Police) and 87 contents pages, among them 15 whole subtitles (such as the Gaming Commission, the Board of Elections and the Office for the Aging), whose sections GLO did not list from the site (Release 4 shows many of them from Cornell LII’s copy); Release 4 also shows 1,257 of those 1,796 sections from Cornell LII’s copy, and 539 are in neither copy (69 held and 92 not saved in LII’s copy, 378 not in it). One section the site lists, 9 CRR-NY 2500.14, answered “Document not found” each time it was opened; LII’s copy prints it with no heading, and it is held by name.
  • Release 3, Title 18 (Department of Social Services), from another source: Cornell’s Legal Information Institute’s copy at www.law.cornell.edu/regulations/new-york, fetched by GLO on October 31, 2026. 1,800 of the 2,102 sections its Title 18 contents pages link are shown: Chapter II, Regulations of the Department of Social Services (1,770), Chapter XX, Youth Facilities Project Guarantee Fund (20), and Chapter I, Rules of the Board of Social Welfare (10). 234 saved pages are held and not shown, each with its reason: pages marked [Repealed] with no text (171), pages that carry a table (42), repealed pages that print no text and no bracketed status word (14), pages with superscript or subscript (5), and pages whose citation is printed in an unusual form (2). 68 linked sections were not saved by the fetch (65 answered with no text, 3 network errors); each is listed by number and link text, with no text.
  • Title 18 and Title 9’s Release 4 are Cornell LII’s copy, date not stated. They are not the official NYCRR (the Department of State’s compilation is official). LII prints no currency or effective date for a section; its only words on the matter are “State regulations are updated quarterly”. So a Title 18 or Release 4 section shows no Current through date. We show only the government text (heading, citation, text and history notes), never LII’s own markup, navigation or page furniture. Credit: LII / Legal Information Institute (www.law.cornell.edu).
  • Each Title 18 section shows the history notes its page prints, in order and as printed (the Register citation and effective date of each change): 994 notes on 710 sections, the earliest from 2014; older history is not on these pages. The other Title 18 sections print only their citation line. Title 9’s Release 4 sections show theirs the same way: 1,822 notes on 1,565 sections.
  • The site says it is “an unofficial version of New York Codes, Rules and Regulations ... maintained by Thomson Reuters under contract with the New York State Department of State”. It is not the official print.
  • Each section shows the page’s own “Current through” date. The site says that is the date of the most recent official supplement covering the section, and that rule changes after it may not be included. The dates differ by section, from September 15, 2021 to July 31, 2026. This is Titles 7 and 9 from the site only; Cornell LII’s pages (Title 18 and Title 9’s Release 4) print no such date.
  • Each section shows its heading, its place in the Title (Subtitle, Chapter, Subchapter, Article, Part, Subpart, as the page prints them) and its text as the page prints them. The Title 7 and Title 9 pages print no history line for a section; Cornell LII’s pages (Title 18 and Title 9’s Release 4) print history notes, shown as printed.
  • Look a section up as 7 NYCRR 270.2, 9 NYCRR 7000.1, 18 NYCRR 352.30, N.Y. Comp. Codes R. & Regs. tit. 9, § 7000.1, or 270.2 (a number with no title is read as Title 7). Only Titles 7, 9 and 18 are here.

How we checked it

  • The site refuses requests from scripts, so GLO’s desktop session opened each page in a browser, one at a time at least five seconds apart, and saved what the page showed twice: as its HTML and as its copied text. No challenge, login or download was used.
  • Two separate readers, written with no shared code, read every saved page: one the HTML, one the copied text. A section is shown only where both agree on every field and the page prints its citation the same way in all four places it prints it.
  • A page is held when it carries a table, an image, a form with fill-in lines or superscript, when the two readers differ, when it prints its heading two ways, or when it is the site’s note page for a Part, a Chapter, a Subtitle or the Title rather than a section.
  • Partway through saving Title 9 the site changed the line it prints above every page from “OFFICIAL COMPILATION” to “STATE COMPILATION OF CODES, RULES AND REGULATIONS OF THE STATE OF NEW YORK”; the reader was changed to read either, and that line is not shown.
  • Before each release, we drew 20 shown sections of that title at random and read each one against its saved page. All 20 matched, each time.
  • Title 18: GLO’s desktop session fetched each linked section page from Cornell LII on October 31, 2026. Two separate readers, written with no shared code, read every saved page (one through the page’s structure, one by pattern over the same bytes). A section is shown only where both agree on every field, including every history note, and the page prints its citation the same way in its title, its breadcrumb and its notes. A page is held when it carries a table or superscript, prints no text, or prints its citation in an unusual form.
  • Title 9, Release 4: GLO’s desktop session fetched Cornell LII’s Title 9 section pages from October 31 to November 2, 2026, and the same two readers read them the same way. A Title 9 section is taken from LII’s copy only where the site’s pages GLO saved do not serve it as text; an appendix is held for a later release.
  • One AI system wrote the readers, ran every check and made every reading and ruling. Title 18’s and Title 9 Release 4’s 20 drawn sections were each read against their saved pages by a separate subagent of the same system, given only the pages and the fields. There is no human second reader.

What it can't tell you

  • Whether a section is in force, valid or current, or is good law.
  • When a section took effect, or anything changed after its Current through date.
  • Which of Title 9’s two copies is newer where they differ: neither says.
  • How current Cornell LII’s copy of Titles 18 and 9 is: LII states no date beyond “State regulations are updated quarterly”.
  • What the held pages say, including the Standards of Incarcerated Individual Behavior (7 NYCRR 270.2), which is a table and is held, or what any other title of the NYCRR says.
  • What the Title 9 sections in neither copy say, or what the Title 9 contents pages not saved from the site list.
  • What the held and not-saved Title 18 and Title 9 Release 4 pages say.
  • Whether anything changed after the pages were saved.

Known gaps

  • Only Titles 7, 9 and 18 are here, and Title 9 only in part. The other titles of the NYCRR are not read.
  • Title 7: 152 pages are held, not shown; the largest group is note pages (136), which print no section text.
  • Title 9 from the site: 516 saved pages are held, not shown (the largest group is note pages, 411); 1,796 listed sections and 87 contents pages were not saved from the site; Release 4 shows 1,257 of those sections from Cornell LII’s copy, and 539 are in neither copy; one section was not found on the site.
  • Title 9 from Cornell LII’s copy (Release 4): 448 pages are held, not shown (the largest groups are pages that carry a table, 144, and pages with superscript or subscript, 142); 495 linked sections were not saved by the fetch. Where both copies print a section they do not read word for word the same in 667 of 2,391; we show the site’s.
  • Title 18: 234 saved pages are held, not shown (the largest groups are pages marked [Repealed] with no text, 171, and pages that carry a table, 42); 68 linked sections were not saved by the fetch. Title 18 is Cornell LII’s copy, date not stated, not the official NYCRR.
  • The sections were read by machine and checked by hand on 20 drawn sections of each release, so a fault rarer than about 1 in 7 sections could remain unseen.
  • Keyword search reads only the shown sections. Held and not-yet-saved pages have no text here and never match.

Notes you may see on an entry

  • A held page: “GLO holds this page and does not show its text, because its two readers or the release check did not clear it. Its reason is listed by name.”
  • A Title 9 page not yet saved: “The site’s contents page lists this page, but GLO has not saved it yet. It is listed by name as the contents page prints it, with no text.”
  • A repealed, expired or renumbered section: “The page marks this section [Repealed], [Expired] or [Renumbered]. We show it as printed and add no text.”
  • A Title 18 section: “Cornell LII copy, date not stated. Not the official NYCRR; LII prints no currency date, so none is shown. Its history notes are shown as the page prints them.”
  • A Title 9 section from Cornell LII’s copy: “Cornell LII copy, date not stated, shown because the site’s pages GLO saved do not serve this section. Not the official NYCRR; no currency date is shown. Where both copies print a section they do not always read the same; we show the site’s.”
  • A Title 18 section not saved: “Cornell LII’s contents page links this section, but GLO’s fetch did not save it. It is listed by number and link text, with no text.”
  • A section not in this copy: “Not in this copy of New York’s Titles 7, 9 and 18, neither shown nor held nor listed as not yet saved. That never means the section does not exist.”
