What is here
- Oklahoma: only one hundred and fifty-four titles of the Oklahoma Administrative Code, as the Secretary of State’s rules site (https://rules.ok.gov/code) gave them through the data its own viewer reads, read by GLO on 2026-10-26, 2026-10-27, 2026-10-28, 2026-10-29, 2026-10-30 and 2026-10-31 (Titles 465, 690 and 752 and all of Releases 9, 10, 11 and 12 on the second day, Release 13 on the second and third, Release 14 on the third, Release 15 on the third and fourth, Release 16 on the fourth, Release 17 on the fourth and fifth, Release 18 on the fifth, Release 19 on the fifth and sixth, Release 20 on the sixth; each answer’s read_at gives the day GLO read it). The 847 Release 18 units held (521 sections and 326 appendices) are not shown, each answering by name with its reasons; by class (a unit may carry more than one): 326 an appendix the readers do not read, 261 a history line carrying markup or an encoded character, 192 a status its own history lines do not support, 170 a note beside the section that GLO’s readers do not serve, 169 no history line, 51 marked renumbered, 5 markup the readers do not lay out, 3 a table plain text cannot carry, 3 no text on the site, 1 superscript text, 1 marked revoked, reserved, expired or terminated but still carrying text, 1 an emergency rule and 1 a section number the site prints in a form that does not fit its title and chapter. Titles 150 and 340 group some sections under Part headings that GLO does not show; 139 reserved sections the site prints with no heading (139 of Title 340) are shown with none; nine headings print a bare ampersand (&) and are shown as printed: 340:10-21-1, 340:10-21-11, 340:50-5-88, 340:50-5-97, 340:70-5-40, 340:95-10-118, 340:95-10-184, 340:95-10-267 and 340:105-10-63. OAC 340:106-12-32 is held because its printed number names Chapter 106 while the site files it under Chapter 105. Twelve appendices of Title 340, Chapter 95 (Appendices D to F and H to P) are keyed with the two spaces the site prints after the word Appendix, each held. Release 19, Title 252, read on 2026-10-30 and 2026-10-31 (across midnight): 3,896 of the 4,332 units it lists are served, 1,974 with their text and 1,922 shown by their history lines as the site marks them, 1,895 revoked, 26 reserved and 1 expired. The 436 Release 19 units held (256 sections and 180 appendices) are not shown, each answering by name with its reasons; by class (a unit may carry more than one): 180 an appendix the readers do not read, 91 markup the readers do not lay out, 71 a status its own history lines do not support, 70 superscript text, 42 a note beside the section that GLO’s readers do not serve, 31 a history line carrying markup or an encoded character, 25 marked renumbered, 5 marked revoked, reserved, expired or terminated but still carrying text, 3 a table plain text cannot carry, 2 no history line, 1 GLO’s two readers did not read the same text and 1 no text on the site. Title 252 groups some sections under Part headings that GLO does not show; 20 sections the site prints with no heading (19 reserved and 1 revoked) are shown with none; four headings print a bare ampersand (&) and one a bare less-than sign, each shown as printed: 252:2-5-4, 252:200-8-3, 252:631-3-11, 252:656-3-10 and 252:410-11-73. OAC 252:647-1-6 is held and keyed with the space the site prints after its number; asked without the space it answers held. A section number naming a chapter its title does not print is answered from the held units first, so a unit the site files under another chapter answers held by its printed number. Release 20, Title 310, read on 2026-10-31: 5,297 of the 5,763 units it lists are served, 2,233 with their text and 3,064 shown by their history lines as the site marks them, 2,705 revoked, 317 transferred and 42 reserved. A transferred section is shown by its history lines as printed, its last line naming where the site says it went; GLO does not follow, remap or link the transfer. The 466 Release 20 units held (395 sections and 71 appendices) are not shown, each answering by name with its reasons; by class (a unit may carry more than one): 204 a history line carrying markup or an encoded character, 109 a note beside the section that GLO’s readers do not serve, 106 no history line, 71 an appendix the readers do not read, 58 a status its own history lines do not support, 42 marked renumbered, 15 superscript text, 12 markup the readers do not lay out, 10 marked revoked, reserved, expired or terminated but still carrying text, 2 a table plain text cannot carry, 2 no text on the site, 2 a section number the site prints in a form that does not fit its title and chapter, 1 a line break inside a paragraph the readers would join and 1 GLO’s two readers did not read the same text. 39 sections the site prints with no heading (38 reserved and 1 revoked) are shown with none; one heading prints a bare ampersand (&), shown as printed: 310:270-8-3. OAC 310:251-9-37 (filed by the site under Chapter 281) and OAC 310:405-23-3o12011-3 are held by name because their printed numbers do not fit their title and chapter; each answers held when asked by that number as printed, as do the earlier releases’ held numbers no section form reads. Where the site prints a chapter’s authority line with markup, GLO does not show that line (chapter_authority_note). Every other title of the Code is not here. The shown sections were read by two readers that agree on every section and checked by hand on 20 drawn sections in each of Releases 1 to 4, 37 in Release 5, 35 in Release 6, 27 in Release 7, 35 in Release 8, 35 in Release 9, 35 in Release 10, 35 in Release 11, 35 in Release 12, 35 in Release 13, 35 in Release 14, 35 in Release 15, 35 in Release 16, 35 in Release 17, 35 in Release 18, 35 in Release 19 and 35 in Release 20. A held section comes back as held, with its reasons and no text. Held is not absent.
- This is GLO’s reading of the Secretary of State’s rules site, not an official text; the Secretary of State says its web text is not the official Code. Each section’s effective date and history lines are as the site prints them, and nothing was checked against the Oklahoma Register.
- Each answer is a whole section: its heading as printed, its chapter’s authority line (not shown where the site prints that line with markup GLO does not read; the answer says so), its paragraphs (each list item its own paragraph, with its label), and its history lines, the Code’s own record of the section’s additions, amendments and revocations.
- Look a section up as OAC 170:15-3-2 or OAC 560:10-1-7, always with the title: chapter numbers repeat across titles, so a number with no title is answered with every title that prints that chapter to try. A subsection such as OAC 170:15-3-2(a) returns the whole section. OAC 515:15-3 lists the sections of that subchapter and OAC 515:15 the subchapters and sections of that chapter.
How we checked it
- The rules site’s pages refuse scripts, so we read the data its own viewer reads, one request at a time three to four seconds apart, one walk per title, and kept every answer with its SHA-256.
- Two separate readers, written with no shared reading code and using two different HTML libraries, read every section. A section is shown only where both give the same paragraphs; a third check, sharing no code with either, found every word of every shown text in order.
- A section is held when the site’s status is not supported by its own history lines, when it has no text or no history line, when one of its history lines is empty or carries markup, when the site prints a note beside it, when it prints a table, an image, a line break inside a paragraph or markup the readers do not lay out, is an emergency rule or renumbered, or when the two readers disagree. A chapter’s appendix is held by name.
- Before each release, 20 sections drawn at random were read against their source by two separate readers, every word, label, date and history line; all 20 matched for both, in each release. In Release 4 the first draw found two faults (a line break inside a paragraph, and a history line served with its tags); both became reasons to hold, all 36 titles were read again, and a new draw of 20 matched for both readers. In Release 5 (Titles 55, 180, 605 and 715, after a change in how both readers read text that follows a nested block), 37 sections were drawn, 20 at random and every shown section whose reading that change altered; all 37 matched for both readers. In Release 6 (Titles 120, 428, 455 and 695, whose sections sit under Part segments), 35 sections were drawn, 20 at random and 15 more of those under a Part; all 35 matched for both readers. In Release 7 (the fifteen three-chapter titles), 27 sections were drawn, 20 at random and the 7 more of Title 90’s sections under a Part; all 27 matched for both readers. In Release 8 (the seven four-chapter titles), 35 sections were drawn, 20 at random and 15 more of Title 175’s sections under a Part; all 35 matched for both readers. In Release 9 (the eleven five-chapter titles), 35 sections were drawn, 20 at random and 15 more sections under a Part in Titles 85, 735 and 810; all 35 matched for both readers. In Release 10 (the four six-chapter titles), 35 sections were drawn, 20 at random and 15 more sections under a Part in Title 800; all 35 matched for both readers. In Release 11 (the nine seven-chapter titles), 35 sections were drawn, 20 at random and 15 more sections under a Part in Titles 535, 612 and 655; all 35 matched for the first reader, and the second found every text field equal in all 35 (three it marked were a numbering check its instructions got wrong for sections filed directly under a chapter; no text was wrong). In Release 12 (nine more titles), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers. In Release 13 (six more titles), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers. In Release 14 (ten more titles), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers. In Release 15 (ten more titles), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers. In Release 16 (seven more titles), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers. In Release 17 (three more titles), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers. In Release 18 (two more titles), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers. In Release 19 (Title 252), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers. In Release 20 (Title 310), 35 sections were drawn, 20 at random and 15 more sections under a Part; all 35 matched for both readers.
- One AI system wrote the fetcher and the readers, ran every check and made every reading and ruling; the drawn sections were read by other instances of the same system, with no human reader.
What it can't tell you
- Whether a section is in force, valid or current, or is good law.
- Any rule filed after October 26, 2026.
- What the held sections and appendices say, what the notes beside them say, or what any other title of the Oklahoma Administrative Code says.
- Whether this text matches the rules site’s page in some way the readers cannot see.

Every other title is not served.
- Titles 120, 428, 455 and 695 group some sections under Part headings within a subchapter; each section is shown with its title, chapter, subchapter, number and heading, and the Part heading is not shown.
- 8,133 units are held, not shown: OAC 170:1-1-9 (marked revoked with no revocation in its history lines); OAC 515:25-13-4, OAC 515:25-13-5 (a history line empty on the rules site); 50 in Release 3, 295 in Release 4, 131 in Release 5, 72 in Release 6, 190 in Release 7, 139 in Release 8, 280 in Release 9, 223 in Release 10, 269 in Release 11, 275 in Release 12, 942 in Release 13, 361 in Release 14, 967 in Release 15, 1,486 in Release 16, 701 in Release 17, 847 in Release 18, 436 in Release 19 and 466 in Release 20, each named in its answer or its chapter’s list.
- Where the rules site prints a chapter’s authority line with markup, that line is not shown.
- Bold, italics and indents are not kept.
- The sections were read by machine and checked by hand on 20 drawn sections in each of Releases 1 to 4, 37 in Release 5, 35 in Release 6, 27 in Release 7, 35 in Release 8, 35 in Release 9, 35 in Release 10, 35 in Release 11, 35 in Release 12, 35 in Release 13, 35 in Release 14, 35 in Release 15, 35 in Release 16, 35 in Release 17, 35 in Release 18, 35 in Release 19 and 35 in Release 20.
- Keyword search reads only the shown sections. Titles 170 and 515 each have their own index; Release 3’s thirteen titles share one, Release 4’s 36 titles another, Release 5’s four titles a third, Release 6’s four a fourth, Release 7’s fifteen a fifth, Release 8’s seven a sixth, Release 9’s eleven a seventh, Release 10’s four an eighth, Release 11’s nine a ninth, Release 12’s nine a tenth, Release 13’s six an eleventh, Release 14’s ten a twelfth, Release 15’s ten a thirteenth, Release 16’s seven a fourteenth, Release 17’s three a fifteenth, Release 18’s two a sixteenth, Release 19’s one a seventeenth and Release 20’s one an eighteenth, so ranks within each are computed together. The held sections have no text here and never match.
Notes you may see on an entry
- A revoked, reserved, expired or terminated section: “The rules site marks this section revoked, reserved, expired or terminated and gives no text: it is shown as its history lines only, and it is not a rule in force.”
- A held section: “GLO holds this section and does not show it, because the release check did not clear it. Its reasons are listed by name.”
- A chapter appendix: “GLO’s readers do not read chapter appendices; each is listed by name among its chapter’s held units.”
- A subsection asked for: “The whole section is shown, with a note; the subsection is inside it under its own letter or number.”
- A number with no title: “Titles share chapter numbers, so GLO does not guess: it answers with every title that prints that chapter to try.”
- Another title: “Only one hundred and fifty-four titles are here. Another title’s rule is not served, and this says nothing about whether it exists.”
