Texas regulations: details
Copied from for Part 5, the Texas Board of Pardons and Paroles’ own compilation of its rules, “Revised February 17, 2026”, the one PDF its rules page links (https://www.tdcj.texas.gov/bpp/rules/2026-02-17_Rules.pdf); for Parts 6, 9 and 11, the PDFs the Texas Secretary of State’s rule viewer (https://texas-sos.appianportalsgov.com/rules-and-meetings) printed for each rule, “As in effect on 10/25/2026” (Parts 1, 4, 7, 13, 14, 15 and 16: “As in effect on 10/31/2026”), on October 25 to 27 and October 31 to November 1, 2026. Check the official page before you rely on a rule.
What is here
- Texas: only Parts 1, 4, 5, 6, 7, 9, 11, 13, 14, 15 and 16 of Title 37 of the Texas Administrative Code, each read from its own source and kept apart. PART 5, the rules of the Texas Board of Pardons and Paroles, as the Board’s own compilation of its rules, “Revised February 17, 2026”, printed them at https://www.tdcj.texas.gov/bpp/rules/2026-02-17_Rules.pdf (the Board’s site, www.tdcj.texas.gov/bpp), copied and read by GLO on 2026-10-25. This is not the official Texas Administrative Code, which the Texas Secretary of State publishes, and rules the Board adopted after February 17, 2026 are not in it. Neither GLO nor this information, as presented here, is endorsed by the State of Texas or any state agency. The compilation’s notice “©2007 Texas Board of Pardons and Paroles. All rights reserved.” is the Board’s, not GLO’s. 97 of the 121 rules the compilation prints are served, each with its Source Note as printed; 24 are held by name and not shown (counted once, by the first reason): a Source Note that ends without a period, so the reader cannot confirm where the rule ends (16: 141.1, 141.3, 141.4, 141.5, 141.7, 141.51, 141.57, 141.60, 141.61, 141.71, 141.72, 141.81, 141.82, 141.91, 141.101, 143.71); a rule the compilation prints that its own table of contents does not list (4: 145.3, 145.21, 146.12, 148.55); a superscript ordinal (the “th” of “59th”) that the two readers join differently (3: 143.3, 143.4, 145.7); a Source Note naming another rule’s number (1: 145.20). The Part 5 rules were checked by hand on 20 drawn rules against the page images, so a fault rarer than about 1 in 7 rules could remain unseen. PART 6, the rules of the Texas Department of Criminal Justice, as the Texas Secretary of State’s rule viewer (https://texas-sos.appianportalsgov.com/rules-and-meetings) printed each rule to PDF “As in effect on 10/25/2026”, the PDFs saved on 2026-10-25 and read by GLO; each rule’s address is its page in that viewer. This is GLO’s reading of those PDFs, not the official publication, and not endorsed by the State of Texas or any state agency; a rule changed after October 25, 2026 is not reflected. 65 of the 70 rules in the viewer’s Part 6 are served, each with its Source Note as printed; 5 are held by name and not shown: a table or figure that is an attached graphic the PDF links to by file name but does not contain (4: 152.25, 159.9, 159.13, 159.21); a drawn underline mark on the rule’s page (1: 163.43). The Part 6 rules were checked by hand on 15 drawn rules against the page images, so a fault rarer than about 1 in 5 rules could remain unseen. PART 9, the rules of the Texas Commission on Jail Standards, from the same viewer in the same way (“As in effect on 10/25/2026”, the PDFs saved on 2026-10-25 and 2026-10-26 and read by GLO on 2026-11-01; each rule’s address is its page in that viewer), served in batches as each chapter’s PDFs were all saved: 837 of the 838 rules in the viewer’s Part 9 are served (every rule of chapters 251, 253, 255, 257, 259, 260, 261, 263, 265, 267, 269, 271, 273, 275, 277, 279, 281, 283, 285, 287, 289, 291, 297, 299, 300 and 301 but one), each with its Source Note as printed; 1 is held by name and not shown: a paragraph that runs on from the foot of one page to the next after a sentence ending on the page’s last line, which GLO’s readers split into two paragraphs the page does not print (1: 261.143). Part 9 is read whole: every rule the viewer’s tree lists for its 26 chapters is here, served or held. This is GLO’s reading, not the official publication, and not endorsed by the State of Texas or any state agency. The Part 9 rules were checked by hand on 20 drawn rules in each of its first nine batches and on both rules of its tenth against the page images, so a fault rarer than about 1 in 7 rules could remain unseen. PART 11, the rules of the Texas Juvenile Justice Department, from the same viewer in the same way (“As in effect on 10/25/2026”, the PDFs saved on 2026-10-26 and 2026-10-27 and read by GLO on 2026-11-01; each rule’s address is its page in that viewer), served in batches as each chapter’s PDFs were all saved: 683 of the 690 rules in the viewer’s Part 11 are served (every rule of chapters 341, 342, 343, 344, 345, 347, 348, 349, 351, 353, 355, 358, 359, 380 and 385 but seven), each with its Source Note as printed; 7 are held by name and not shown: a Source Note that runs on from the foot of one page to the next, which GLO’s readers split so that a paragraph follows it (1: 343.206), a paragraph at the top of a page that may run on from the one before, which the page cannot show (3: 343.800, 380.9313, 380.9502), a sentence that runs on from the foot of one page to the next, where the next page opens with a reference in parentheses that GLO’s readers take for a new paragraph (1: 351.13), a table or figure that the PDF links to by file name as an attached graphic but does not contain (1: 359.100), and a Source Note that prints a number that is not the rule’s own (1: 380.8503). Part 11 is read whole: every rule the viewer’s tree lists for its 15 chapters is here, served or held. This is GLO’s reading, not the official publication, and not endorsed by the State of Texas or any state agency. The Part 11 rules were checked by hand on 20 drawn rules in each of its first three batches, all 19 new rules of its fourth, 20 drawn of the 33 new rules of its fifth, 20 drawn of the 54 new rules of its sixth, 20 drawn of the 150 new rules of its seventh and 20 drawn of the 129 new rules of its eighth against the page images (the two that differed, 351.13 and 380.9313, each split one paragraph at a page break and are held above), so a fault rarer than about 1 in 7 rules could remain unseen. PARTS 1, 4, 7, 13, 14, 15 AND 16, Release 5, each Part a separate agency: Part 1, the Texas Department of Public Safety, chapters 1, 2, 3, 4, 5, 6, 8, 9, 10, 12, 13, 14, 15, 16, 17, 19, 21, 23, 25, 27, 28, 29, 34, 35, 36, 37, 38 and 39, 771 shown and 31 held; Part 4, the Texas Military Department, chapters 130, 132, 133, 134, 135, 136, 137 and 138, 11 shown and 0 held; Part 7, the Texas Commission on Law Enforcement, chapters 211, 215, 217, 218, 219, 221, 223, 225, 227 and 229, 102 shown and 0 held; Part 13, the Texas Commission on Fire Protection, chapters 401, 403, 421, 423, 425, 427, 429, 431, 433, 435, 437, 439, 441, 443, 445, 447, 449, 451, 453, 455, 457, 459, 461, 463, 467, 469, 491, 493 and 495, 275 shown and 3 held; Part 14, the Independent Ombudsman, chapters 601, 6 shown and 0 held; Part 15, the Texas Forensic Science Commission, chapters 651, 52 shown and 1 held; Part 16, the Texas Civil Commitment Office, chapters 810, 7 shown and 0 held. From the same viewer in the same way (“As in effect on 10/31/2026”, a later date than the Parts above; the PDFs saved on 2026-10-31 and 2026-11-01 and read by GLO on 2026-11-01; each rule’s address is its page in that viewer): 1,224 of the 1,259 rules read are served, each with its Source Note as printed; 35 are held by name and not shown: a table or figure that the PDF links to by file name as an attached graphic but does not contain (20: 4.16, 6.14, 6.45, 6.90, 10.17, 14.12, 14.13, 14.14, 14.34, 14.35, 14.36, 14.52, 15.89, 23.62, 35.131, 35.147, 36.60, 37.3, 439.19, 463.7), a Source Note that is not the rule’s last paragraph (5: 4.12, 5.33, 15.82, 35.52, 439.5), a paragraph at the top of a page that may run on from the one before (5: 3.162, 4.15, 9.11, 15.49, 35.161), a sentence that may run on over a page break, which GLO’s readers split (3: 4.14, 19.4, 25.7), a rule GLO’s two readers read differently (1: 651.222) and a Source Note that prints “The provisions of §1.129” with no “this” (1: 1.129). Eight of the held rules were held for what a scan of their pages showed, without their pages being read by eye. Chapter 421’s eight rules rest on the list of the saved files alone, because no tree file for that chapter was saved. This is GLO’s reading, not the official publication, and not endorsed by the State of Texas or any state agency; a rule changed after October 31, 2026 is not reflected. These rules were checked by hand on 60 drawn rules against the page images, by a second instance of the same AI system: the draw found one reader fault, a space lost after a hyphen at a line’s end, fixed for this release, and the fixed reader’s output was compared with the old by a diff, with no new draw read; so a fault rarer than about 1 in 20 rules could remain unseen. THE SAME FAULT IN TWO EARLIER PARTS, REPAIRED ON 2026-11-01: a missing space restored in Part 9’s 263.50 and Part 11’s 344.350, 380.8595, 380.9337 and 385.9971, found by scanning the pages’ text; the scans’ reach is not measured, so another of its kind could remain. The other parts of Title 37 and the other titles are not here. Nothing here says a rule is current or in force; check the Board’s site or the Secretary of State’s Code before relying on it.
- Release 1 (Part 5): 97 of the 121 rules the Board’s compilation prints, from chapters 141, 143, 145, 146, 147, 148, 149 and 150 of Title 37, copied and read on October 25, 2026. 24 rules are held: a Source Note that ends without a period (16), a rule the compilation’s contents does not list (4), a superscript ordinal the two readers join differently (3), a Source Note naming another rule’s number (1).
- Release 2 (Part 6): 65 of the 70 rules in the Secretary of State’s viewer for Part 6, from chapters 151, 152, 154, 155, 156, 159, 161, 163 and 195 of Title 37, as in effect on October 25, 2026, saved and read that day. 5 rules are held: a table or figure that is an attached graphic the PDF links to by file name but does not contain (4: 152.25, 159.9, 159.13, 159.21); a drawn underline mark on the rule’s page (1: 163.43).
- Release 3 (Part 9, in batches as each chapter’s PDFs were all saved): batch 3k (cumulative; 263.50’s missing space restored), 837 of the 838 rules in the Secretary of State’s viewer for Part 9, every rule of chapters 251, 253, 255, 257, 259, 260, 261, 263, 265, 267, 269, 271, 273, 275, 277, 279, 281, 283, 285, 287, 289, 291, 297, 299, 300 and 301 of Title 37 but one, as in effect on October 25, 2026, saved on October 25 and 26, 2026 and read on November 1, 2026; 1 is held (261.143). Part 9 is read whole: no rule of it is left unsaved.
- Release 4 (Part 11, the Texas Juvenile Justice Department, in batches as each chapter’s PDFs were all saved): batch 4i (cumulative; a missing space restored in 344.350, 380.8595, 380.9337 and 385.9971), 683 of the 690 rules in the Secretary of State’s viewer for Part 11, every rule of chapters 341, 342, 343, 344, 345, 347, 348, 349, 351, 353, 355, 358, 359, 380 and 385 of Title 37 but seven, as in effect on October 25, 2026, saved on October 26 and 27, 2026 and read on November 1, 2026; 7 are held by name with their reasons. Part 11 is read whole: no rule of it is left unsaved.
- Release 5 (Parts 1, 4, 7, 13, 14, 15 and 16, seven more agencies): 1,224 of the 1,259 rules in the Secretary of State’s viewer for these Parts, as in effect on October 31, 2026, saved on October 31 and November 1, 2026 and read on November 1, 2026; 35 are held by name with their reasons. Each answer names its agency.
- A held rule comes back as held, with its reasons and no text. Held is not absent.
- Neither part is the official Texas Administrative Code, which the Texas Secretary of State publishes. Part 5 is the Board’s own compilation; rules the Board adopted after February 17, 2026 are not in it. Parts 6, 9 and 11 are GLO’s reading of the viewer’s PDFs; a change after October 25, 2026 is not in them. Parts 1, 4, 7, 13, 14, 15 and 16 are read the same way; a change after October 31, 2026 is not in them.
- Neither GLO nor this information, as presented here, is endorsed by the State of Texas or any state agency. The Part 5 information comes from the Texas Board of Pardons and Paroles (www.tdcj.texas.gov/bpp), copied on October 25, 2026; the compilation’s notice “©2007 Texas Board of Pardons and Paroles. All rights reserved.” is the Board’s, not ours. The Part 6, Part 9 and Part 11 information comes from the Texas Secretary of State’s rule viewer, saved on October 25, 26 and 27, 2026; the information for Parts 1, 4, 7, 13, 14, 15 and 16 from the same viewer, saved on October 31 and November 1, 2026.
- Each answer is a whole rule: its heading, its paragraphs, and its Source Note (the rule’s own record of its adoption and amendments) as its file prints them; every rule but a Part 5 rule also carries its CHAPTER and SUBCHAPTER lines and its address in the viewer.
- Look a rule up as 37 TAC §145.12, 37 Tex. Admin. Code § 151.3, or 163.38. A subsection such as 37 TAC §145.12(a)(1) returns the whole rule. 37 TAC ch. 163 lists the rules of chapter 163: shown and held. Only Title 37 Parts 1, 4, 7, 13, 14, 15 and 16 (37 TAC §1.3 and 37 TAC ch. 651 read the same way), Parts 5 and 6, Part 9 (chapters 251, 253, 255, 257, 259, 260, 261, 263, 265, 267, 269, 271, 273, 275, 277, 279, 281, 283, 285, 287, 289, 291, 297, 299, 300 and 301) and Part 11 (chapters 341, 342, 343, 344, 345, 347, 348, 349, 351, 353, 355, 358, 359, 380 and 385) are here.
How we checked it
- We fetched the Board’s compilation once, by a plain request to its public address, and read our saved copy. The Secretary of State’s viewer refuses scripts, so every Part’s PDFs but Part 5’s were saved in a browser by a desktop session that Jeff Trzaska ran, and we read those saved files; no script asked anything of the viewer.
- For each part, two separate readers, written with no shared code, read the PDFs. A rule is shown only where both give the same words in the same order; for Parts 6, 9 and 11 they must also break each page into the same paragraphs.
- A Part 5 rule is held when its Source Note ends without a period, when the compilation’s contents does not list it, when a superscript ordinal is read differently, or when its Source Note names another rule’s number. A Part 6, Part 9 or Part 11 rule is held when its table or figure is an attached graphic the PDF does not contain, or when a drawn underline sits on its page; a Part 9 rule is also held when a paragraph runs on over a page break after a sentence that ends on the page’s last line and the readers split it in two. A Part 11 rule is also held when a paragraph at the top of a page may run on from the page before and the page cannot show it, when its Source Note runs on over a page break and the readers split it, when a sentence runs on over a page break into a reference in parentheses that the readers take for a new paragraph, or when its Source Note prints a number that is not the rule’s own.
- Before release, 20 shown Part 5 rules, 15 shown Part 6 rules and 20 shown Part 9 rules in each of its first nine batches and both rules of its tenth, and 20 shown Part 11 rules in each of its first three batches, all 19 new rules of its fourth, 20 drawn of the 33 new rules of its fifth, 20 drawn of the 54 new rules of its sixth, 20 drawn of the 150 new rules of its seventh and 20 drawn of the 129 new rules of its eighth, were drawn at random and read against images of their pages, every word and digit and every paragraph. All matched (Part 5 after a paragraph join was added and the 20 read again) but two Part 11 rules, 351.13 and 380.9313, which each split one paragraph at a page break and are held, not shown.
- For Parts 1, 4, 7, 13, 14, 15 and 16, 60 shown rules were drawn at random and read against images of their pages. 58 matched; the two that did not showed one reader fault, a space lost after a hyphen at a line’s end. The fault was fixed for this release and a comparison of the two readings showed nothing else changed; no new draw was read after the fix. Eight rules were held for what a scan of their pages showed, without their pages being read by eye. Chapter 421’s eight rules rest on the list of saved files alone.
- One AI system wrote the readers, ran every check and made every reading and ruling; the draws were read by a second instance of the same system, with no human reader.
What it can't tell you
- Whether a rule is in force, valid or current, or is good law.
- Any Part 5 rule the Board adopted, amended or repealed after February 17, 2026, or any Part 6, Part 9 or Part 11 change after October 25, 2026, or any change in Parts 1, 4, 7, 13, 14, 15 and 16 after October 31, 2026.
- What the held rules say (or what an attached graphic shows), or what any other part or title of the Texas Administrative Code says.
- Whether the Board’s compilation matches the official Code word for word.
Known gaps
- Only Title 37 Parts 1, 4, 5, 6, 7, 9, 11, 13, 14, 15 and 16 are here; the other parts of Title 37 and the other titles are not read.
- Part 11 is read whole: all 690 rules in the viewer’s Part 11 (chapters 341, 342, 343, 344, 345, 347, 348, 349, 351, 353, 355, 358, 359, 380 and 385), 683 of them shown and 7 held.
- 72 rules are held, not shown: 35 in Parts 1, 4, 7, 13, 14, 15 and 16, named in the note above; 24 in Part 5 (the largest group, 16, a Source Note that ends without a period), 5 in Part 6 (attached graphic 4; underline 1) and 1 in Part 9 (a paragraph split at a page break: 261.143); and 7 in Part 11 (a paragraph that may run on from the page before: 343.800, 380.9313, 380.9502; a Source Note split at a page break: 343.206; a sentence run on into a reference in parentheses: 351.13; an attached graphic: 359.100; a Source Note that prints another number: 380.8503).
- Part 5’s CHAPTER and SUBCHAPTER title lines, the Part-wide note on the compilation’s first rule page and its list of rules by effective date are not carried. Bold, italics and indents are not kept.
- The rules were read by machine and checked by hand on 20 drawn Part 5 rules, 15 drawn Part 6 rules and 20 drawn Part 9 rules in each of its first nine batches and both of its tenth, and 20 of the Part 11 rules in each of its first three batches, all 19 new rules of its fourth, 20 drawn of the 33 new rules of its fifth, 20 drawn of the 54 new rules of its sixth, 20 drawn of the 150 new rules of its seventh and 20 drawn of the 129 new rules of its eighth, so a fault rarer than about 1 in 7 Part 5 rules, 1 in 5 Part 6 rules, 1 in 7 Part 9 rules or 1 in 7 Part 11 rules could remain unseen; 60 drawn rules of Parts 1, 4, 7, 13, 14, 15 and 16, so a fault rarer than about 1 in 20 of those could remain unseen. Scans found five served rules of Parts 9 and 11 with a missing space, now restored; how many of that kind the scans could miss is not measured.
- Keyword search reads only the shown rules of the eleven Parts, each source scored on its own (Parts 1, 4, 7, 13, 14, 15 and 16 together) and the hits merged by score. Held rules have no text here and never match.
Notes you may see on an entry
- A held rule: “GLO holds this rule and does not show its text, because its readers or the release check did not clear it. Its reasons are listed by name.”
- A subsection asked for: “The whole rule is shown, with a note; the subsection is inside it under its own letter or number.”
- Another part or title: “Only Title 37 Parts 1, 4, 5, 6, 7, 9, 11, 13, 14, 15 and 16 are here. A rule of another part or title is not read, and this says nothing about whether it exists.”
- A rule not in this copy: “Not in this copy of Parts 1, 4, 5, 6, 7, 9, 11, 13, 14, 15 and 16, neither shown nor held by number. That never means the rule does not exist.”
